To be eligible, a candidate must fulfil both of the following:

1. Hold a Bachelor’s Degree in Law (LLB) from a recognised university.
2. Have a minimum of 2 years of experience practising as an advocate, supported by a certificate from the concerned District & Sessions Judge in the prescribed format, along with proof of Bar Council enrolment.

The recruitment follows a three-stage competitive examination:

1. Preliminary Examination – An objective-type screening test worth 100 marks. This stage is only used to shortlist candidates and its marks are not added to the final merit list.
2. Main (Written) Examination – A descriptive/subjective exam spread across four papers, totalling 600 marks.
3. Personality Test / Interview – Worth 50 marks, conducted for candidates who clear the written stage.

Only candidates who clear the written exam (shortlisted in a 1:2 ratio against vacancies, subject to a minimum of 5 candidates per category) move on to the interview round. The final merit list is drawn purely on the combined score of the Main Written Exam and Interview — the Preliminary Exam score doesn’t count toward the final ranking, it’s used only as a qualifying filter.

Selected candidates will draw a starting basic pay of Rs. 44,900/-, placed at Level 10 of the Pay Matrix as per the Odisha Revised Scale of Pay (ORSP) Rules, 2017. On top of this basic pay, candidates will also be entitled to Dearness Allowance and other allowances as periodically notified by the Government of Odisha, which typically pushes the in-hand/gross salary noticeably higher than the basic figure.

Stage 1: Preliminary Examination (100 Marks – 2 Hours)

• One paper, Objective/MCQ type, either OMR-based or Computer Based Test (CBT), as decided by the commission.

• Negative marking: 0.25 marks deducted for every wrong answer.
• No marks deducted for unattempted questions.
